Telegram accounts are tied to a phone number. There is no separate username and password to fall back on, so the number and the login code are how Telegram knows an account belongs to you. Usernames let people find you without your number, but you still need a number to sign up.
If the number is already signed in somewhere, Telegram sends the login code to the Telegram app on that other device first. Only if you ask for it, or no other device is signed in, does it send an SMS or a call. That is why a code can seem to go missing: it may have gone to an app you are not looking at.
Telegram also supports a cloud password, an optional extra password asked for after the code. And accounts that stay inactive can be deleted automatically. The default is six months, and you can change it to one, three, six or twelve months.
You enter a number and Telegram sends a code. For a fresh number with no existing session, that is normally an SMS or a call.
If the number is already signed in somewhere, the code goes to the Telegram app on that device. Use the option on the screen to ask for an SMS or a call instead.

An OTP number is a temporary phone number, sometimes called a virtual number, that receives text messages without a SIM in your phone. For a brand-new Telegram account it can receive the login code by SMS.
In the login help we checked, Telegram does not publish rules about number types, and a temporary number that receives SMS can complete the SMS route. If Telegram sends the code to an app on another device, or offers only a call, an SMS-only number cannot complete it.
A number that has been used on Telegram before may already have an account on it. You could end up signing in to that existing account instead of creating a fresh one, and it may be protected by someone else’s cloud password. If that happens, cancel and rent a different number.
The bigger issue is afterwards, because the account is tied to the number. Read the notes below on cloud passwords, inactivity and linked devices before you rely on a temporary number for an account you want to keep.
